Poly graduates threaten protest over B.SC/HND dichotomy

The Nigerian Association of Technologists in Engineering (NATE) at the weekend urged President Goodluck Jonathan to implement the Federal Government’s white paper on the removal of grade level (GL) 14 ceiling placed on the career progression of holders of the Higher National Diploma (HND) in public service.

Its President Leo Okereke told reporters in Abuja that the group would embark on mass protest to the National Assembly and other key government offices should their demand not be heeded by government.

Okereke noted that the implementation of the policy is long overdue as it has resulted in the stagnation of its members and the overall infrastructural development of the country.

According to him, despite all directives for relevant government agencies to amend laws that placed undue disadvantage on HND degree holders in their career progression, nothing has benndone to effect that change.

Okereke said: “The implementation of this policy has been lingering and overdue, and has become of great concern to the members of our association and generality of Nigerians who rightly believe that the consistent infrastructural failure and lack of technological breakthrough is a direct consequence of this obnoxious discrimination and stagnation.

“The issue at stake is the issue of technology; it is the issue of taking Nigeria among the comity of nations because over the years, we have seen that even the ranking of the developing countries, Nigeria is number one along with Brazil, India and a host of others. But today, Brazil, India and China are moving forward technologically but Nigeria is left behind.”

Besides, the chairman of the NATE’ committee on The way forward for technologists in Nigeria, Dr Mutairu Useni described as sad the way and manner technology has been neglected, adding that no country in the history of the world has ever progressed without technologists.

Useni , who is also a lecturer at the Federal University of Agriculture Makurdi, Benue state stated further that even the ongoing reforms in the Civil Service by the Federal Government of Nigeria recognizes the fact that HND holders have continued to maintain relatively higher level of responsibility in their duties.

Holders of professional qualifications of ACA, ACMA, AIB, ACIS, CIBN, ACTS or HND (Upper Credit) must possess a Post-Graduate Diploma Certificate in Strategic Management from the University of Ilorin with a minimum average weighted score of 60%. All candidates should have at least Five (5) Credit Passes at the Ordinary Level (O/L), including English Language and Mathematics, irrespective of field of study.

Master of Geographic Information System (MGIS)
Candidates for admission into the MGIS programme should normally possess Bachelor’s degrees from a recognized University with a minimum of Second Class Honours (Lower Division). Holders of professional qualifications such as HND (Upper Credit) with a minimum of five years post-qualification experience are also eligible to apply.

Master of Industrial and Labour Relations (MILR)
Candidates for admission into MILR the degree programme must normally possess a honours degree of the University of Ilorin, or from any other recognized University.

Master of International Studies (MIS)
Candidates for admission into MIS Professional degree programme should normally possess Bachelor‘s Degrees in any discipline with at least a Second Class (Honours) from the University of Ilorin, or any other recognized University.

Master of Public Administration (MPA)

(i) A minimum of an honour’s degree from a recognized University in any of Science and Social Science disciplines;

3. Applicants for Postgraduate Diploma in Educational Management (PGDEM) should be:

Your HND: Postgrad study

As an HND Diplomate you should be aware that there are opportunities for postgraduate study available to you. Many people believe that you need a higher qualification, like an honours degree, to join a postgraduate course. However, there are certain courses where your practical experience is highly valued, especially in areas like teaching and social work.

Types of postgraduate study

There are several different levels of postgraduate qualifications. Masters and Doctorate are two levels of postgraduate qualification. Postgraduate Diploma (PgDip), and Postgraduate Certificate (PgCert) are also recognised by the framework for HE qualifications in England, Wales and Northern Ireland as postgraduate degrees.

At postgraduate level the Scottish Credit and Qualifications Framework (SCQF) offers Masters and Doctorate degrees. The Masters Degree is at least one year of postgraduate study which could lead to a Doctorate degree or career progression. A Doctorate degree is achieved after completing a thesis that requires the equivalent of three years of full-time higher education and research.

The PgCert and PgDip might be offered as specific, stand-alone Certificates and Diplomas, e.g. Postgraduate Certificate in Education (PGCE). More often however, they are linked to a Masters degree and awarded to students who have completed either one third or two thirds of a full-time postgraduate programme.

Some of the reasons that HND Diplomates consider postgraduate study include:

a particular postgraduate qualification is required for their chosen career;
a desire to demonstrate a high level of academic achievement;
to gain an advantage in the job market.

Masters

A direct entry to a Masters degree course is available when the subject of your HND is closely related to the subject of that particular postgraduate course and you have significant work experience.

Masters degrees, postgraduate diplomas and postgraduate certificates are usually taught courses that offer an opportunity for entry into specific professions such as law, architecture and medicine. However, some Masters courses are research-based and closer in structure to the Doctoral programmes.

Doctorates

Doctorate courses are intensely academic, requiring a high level of achievement in your intermediate study. Usually you need a good honours degree and thorough knowledge of the subject to be offered a place on a PhD course. In many cases these are students who have done some research and their work has developed to a doctoral level

Applying for postgraduate study

There is no central clearing system, like UCAS, for postgraduate applications. In the majority of cases, you make your applications directly to the institution. This means that there is no limit to the number of applications you can make. Many postgraduate courses have no formal closing date but, nevertheless, fill up very quickly.

There are exceptions when applying for postgraduate study:

applications for teacher training in England, Scotland and Wales are made through a central system called the Graduate Teacher Training Registry (GTTR);
applications for postgraduate courses in social work are made through the Universities and Colleges Admissions Service (UCAS).

Both have closing dates well in advance of course start dates. This emphasises the importance of planning ahead and checking application procedures.

Dear friend, I want to welcome you back after such a long absence from this page. I also want to apologize for not replying to comments made since a year ago. Like I said once 'yours truely' has been quite occupied with a lot of projects.
I want to believe that quite a number of us who have been on this page since 2007, have added additional qualifications ever since. I have always mantained, your HND should never limit you irrespective of what the society dictates. You can reach the top. I hope to share my story soon and I hope I'd receive more testimonies from quite a lot of you guys too.
It's sad to discover that some people are ripping off innocent Nigerians off their hard-earned money as a result of the decadence in the nation education system. How do we explain the the proliferation of illegal satellite universities campuses in the country. Please HND holder, do thorough investigations before taking any program in all these so-called 'satellite campuses'. I believe you have enough troubles with making your HND count than to add on additional 'wahala' of fake certificates.

TEARS FLOW, AS NUC CLOSES ILLEGAL VARSITY STUDY CENTRES IN LAGOS
Some students of alleged illegal universities in Lagos broke down in tears recently, when the National Universities Commission (NUC) committee on closure of illegal universities stormed their study centers and shut them down for operating without the Federal Government’s approval. The closure ended their dream of acquiring university education after investing so much.
The NUC committee led by the chairman, Professor Ebenezer Adebowale, Legal Adviser, Mr. Moses Awe and a member, Mr. Lawrence Oguguwa stormed some of the illegal universities while the students were either receiving lectures or preparing for their examinations. In the state of confusion that ensued, the proprietors and lecturers abandoned them to their fate and disappeared into the air.
The first port of call for the committee was Topmost International Comprehensive Secondary School, Maryland, Lagos where two illegal university study centres (Olabisi Onabanjo University (OOU), Ago-Iwoye, Ogun State and Ladoke Akintola University of Technology (LAUTECH), Ogbomoso) were said to be operating from, with over 1,000 students offering MBA and degree programmes. Unqualified lecturers were reported to be teaching the students.
Professor Adebowale demanded from the Coordinator of the Centre, Mr. Bolaji Taiwo, the approval from NUC to operate the study centre. But when Taiwo produced a letter dated August 2006 and addressed to the Vice Chancellor, it was discovered by the commission that it was meant for the Ogbomoso main campus of the institution. Right away, Adebowale informed him and students studying at the place that the centre is illegal and has been closed down.
“Some people are making money out of you,” Adebowale told the bewildered students. “Any certificate that you are issued here will not worth it, will not be accepted.”

In a swift reaction to the closure, some of the students, particularly the 300 and 400-Level students bemoaned their losses while ladies among them were close to tears as they revealed that it cost them between N60,000 and N80,000 tuition fee per session to read in the place and bombarded Professor Adebowale with questions on what becomes of their fate.
At Itire Primary School, Ijesha, Lagos, the committee discovered a foreign institution, University of Education, Winneba, Ghana operating an illegal study cenre together with University of Ibadan (UI) and Obafemi Awolowo University (OAU), Ile-Ife. They were all offering degrees and MBA programmes with over 800 students receiving lectures at the centres. Most of the students were either in 100 and 200 levels. When the committee demanded for the certificate of approval, the students directed them to the Head Office of the operator at Ojuelegba.
“The University of Education, Winneba, Ghana is not known to the NUC. We will close it until you show us the NUC approval. As long as you are going to work with the certificate, it will not be possible to work using the certificate that you obtained here,” Professor Adebowale informed the students who surrounded him. “Why did the owner and lecturers run when they saw us?”, he queried. “If they have any approval let them produce it.''
At this point some of the students could not hold back tears and wept profusely with one of them, a 200-level Management Science student, asking what becomes of his investment amounting to over N250,000. Another student, Ben Obi, a trader informed the committee that the operator told them that the study centre was approved and having spent over N160,000, he wondered what the future holds for the students after the closure. A 100-level female student said she paid about N68,000 aside other sundry expenses and revealed that they were taken to Ghana for the matriculation ceremony.
At Charles Lorie French Academy, FESTAC, Lagos, a drama played out when the Coordinator, Ibrahim Baba attempted to deceive the committee by showing them a poster bearing the name of an institute, (Institute of Security Management Operations) which indicate they run security management courses. But Adebowale and his members insisted on seeing things for themselves, they discovered that they were running ABU and OAU programmes including MBAs there.
The committee met about four lectures in progress and discovered that the lecturers particularly the one taking the MBA class was not qualified to teach such a class as he has only Masters. Another lecturer abandoned his MBA class when he got wind of the presence of the committee. When the Legal Adviser of the committee announced the closure of the study centre, the students lamented their plight in the light of the huge sums they had spent so far pursuing degree and post-graduate degree programmes at the centres. Some of the ladies screamed and wept.
It was complaint galore as the students revealed that they paid N200,000 for the MBA programme and claimed ignorance of the status of the place. A female banker who read History and enrolled for MBA told Daily Sun that she paid over N180,000 and needed the certificate to safeguard her job while some of the married ones wondered how they would relate the situation to their husbands at home.
But what appears to be the biggest discovery by the NUC committee was made at Chartered Institute of Administration, Ojo where the staff told the committee that they only prepare students for ICAN and professional programmes but an eagle-eyed member of the committee spotted students results sheet pasted on the wall and bearing Evan Enwerem University, Owerri, Imo State. A search later led to further discovery that showed they were indeed making false claims.
Soon after the discovery, the operator abandoned the students who besieged the committee while some of the lecturers that were caught teaching claimed ignorance of the status and could not provide cogent answers to many questions asked. A 300-level Management Studies student told Daily Sun that he and his colleagues paid N80,000 per session and that the payment was made into IMSU Global Account with an old generation bank. A lecturer with a Masters degree who was caught teaching Public Administration to MBA students was told in the presence of his students that he is not qualified to lecture them.

But the moment the chairman of the committee, Adebowale announced the closure of the place, many of the students attempted to question his powers while others lamented the waste of resources and energy in acquiring a university degree. A female student reminded the committee that many students had graduated from the institute while others (100-level students) who paid huge amount wondered how they would recover their money as they were ordered to leave the place or get arrested.
In his response, Adebowale, who is also the Pro-Chancellor of Bowen University, Iwo, Osun State advised students to crosscheck from the commission’s website before applying for admissions into any university and stressed that most of the VCs are not aware that people are using names of their universities to run study centres outside the main campuses.
Some of the students who wanted to know from the committee what they could do in the light of huge expenses they had gone into in a bid to acquire university education were told to hold the operators responsible for their plight. However, they were offered the option of either enrolling with the National Open University of Nigeria (NOUN), University of Lagos Distance learning programme or having the proprietors of the centres arrange for them to go to the main campuses to continue with their studies if they are truly genuine.

After eight attempts at UME, orphan emerges best graduating student

Hers is a story of resilience and perseverance. Though she finally graduated at the age of 29, the story of Oluwagbemisola Mann reflects how the human spirit and willpower could be deployed to turn adversity into prosperity.

Mann lost her father when she was three years, her mother at age nine and her grandmother, who was her mainstay, at 13.

Her admission to the Lagos State University, Ojo, where she graduated last Wednesday as the best graduating student, did not come cheap as well. She sat for the Universities Matriculation Examination eight times before she was admitted to the university during the 2003/2004 session. But, from the first week of her admission to the university, she made up her mind to graduate with a first class. And she did.

Born on December 21, 1980, Mann, who had her primary school education at Command School, Mile Two, Lagos between 1983 and 1989, worked as a baby sitter; housemaid; cleaner; house teacher; and a photographer to make ends meet. She was born in Itoku, Abeokuta, Ogun State and completed her secondary school in 1997 at Command Day Secondary School, Ikeja, with four credits and four distinctions. She was the cynosure of all eyes when LASU celebrated its 16th Convocation last Wednesday. Though she was not the only one that passed out with a first class, three other graduates- Omoye Akhagba, Tijani Olakunle and Wusu Ashiribo did, the ovation that trailed her announcement was inspiring. With a Cumulative Grade Point Average of 4.73 out of a possible 5.0, Mann soared higher than all the 9,303 students who bagged their first degrees during the convocation. Olakunle, who emerged the second best graduating student, had a distant CGPA of 4.57, while Akhagba and Ashiribo who jointly came third had 4.54.

When she was called for her award, many who graced the occasion stood up to catch a glimpse of the brainy girl. Surrounded by her siblings and principal officers of the university, including the Vice- Chancellor, Prof. Lateef Hussain, his deputy, Prof. Ibiyemi Olatunji- Bello, Mann took over the dais and dazed the crowd with her smooth but emotional speech.

She told the audience that she was an orphan, who sat for UME eight times before she gained admission to the university. This disclosure moved a lot of parents particularly women at the venue to tears.

In a chat with our correspondent after the event, Mann said but for God’s grace, the generosity of her poor siblings and the scholarship introduced by LASU management in 2006, life would have been more difficult for her in the university.

According to her, life became unbearable for her and her seven siblings after they lost their father, Captain Edward Mann, on July 14, 1983, in a road accident, their mother, Mrs. Ramotu Mann (nee Kosoko), on December 3, 1989 and her grandmother in 2003.

She said, “I didn’t quite know my father. I was told he died in a road accident when he was 39. I was the last child in a family of eight. My mother died when I was in Primary 3. I remember she was sick, took an injection and the thing led to abscess, she died in the process. We were devastated but the worst happened in 2003 when my grandmother died. That was the beginning of hre travails.

“As a child and as a fresher at LASU, circumstances around me threatened to kill my dream of having university education. As an orphan, I had to work as a babysitter and a housemaid to make ends meet during my secondary school days. I worked as a cleaner with an airline and as a photographer to make ends meet during my first two semesters in the university.”

Explaining how she sustained her dream of having university education in spite of the many challenges around her life, and why she engaged in menial jobs, she said the need to survive and to stop being an appendage to her siblings informed her decision to raise money through any legitimate means.

“You see, there is a stage you get to that you want to stop begging people for help. Even if people are ready to help you, if you are in my condition, you will see the need to do something for yourself,” she said.

This mindset was what took her to the house of a neighbour who was a nursing-mother.

“I just went to her and offered to take care of her baby and clean the house. She agreed. My pay was N150 and a free meal,’’ she said.

After this encounter, she said, “Something within me said you can beat lack by rendering free service. I picked it up by meeting people.” She got some positive responses, and from there she started the job in earnest.

She later graduated from cleaning houses to organising home lessons for nursery and primary school pupils. She used the proceeds from her menial jobs to rescue herself from possible embarrassment in secondary school.

A particular occasion she remembered was when she got to the senior secondary school and she needed to buy new uniforms.

“My school mates made jest of me. They taunted me, saying I was still behaving like a JSS student. Because I knew that I had no parents to buy new uniforms for me, I redoubled my efforts at home lesson where I earned between N500 and N1000 in a month. I also started making sobo drink which I sold to make more money. It was from this money that I bought new uniforms, shoes and school bags to save myself from the dirty jokes of my mates.”

In spite of the challenge, she worked hard and passed her WASSCE.

But why did it take her so long a time to secure admission having completed her secondary school education in flying colours? Mann said though she made eight credits at her first West African Senior School Certificate Examination in 1997, she did not make a credit pass in English Language.

“I started writing the UME in my final year in secondary school in 1997, but unfortunately I made an ordinary pass in English Language, so I could not proceed immediately to the university,” she said.

But the major challenge that delayed her was her insistence to study Accountancy in the university. So from 1997 to 2003, she was writing UME. But she couldn’t just meet the cut-off point. It was after writing the UME seven times that one of her sisters, Feyi now Mrs. Egbebiyi advised her to pick another course of study. She agreed, picking Public Relations and Advertising. That was in 2003. She sat for the UME again and scored 247, a score that qualified her for the admission. At the university, she discovered that she could not combine babysitting with cleaning job so she got a job with an airline.

But she did this after she had perfected her skills in photography which she learnt from a course in the School of Communication at LASU. She became a photographer and the first job she got was to cover a wedding ceremony, which fetched her N15, 000. “Though there is money in photography, I discovered that it was seasonal. I was in the middle of this confusion when the university introduced an annual scholarship. I won and I was given free tuition and extra N20, 000. This helped me a great deal as it put a stop to my problems,” she said.

She said she planned to graduate with a first class the very first week she gained admission to the university. To achieve this, she promised not to engage in any amorous relationship until after her graduation. She kept her promise and her best friend is Seun Salami, who authored a book as a student.

So, how did she cope with pressure from male students? Mann said, “I gave my life to Jesus Christ at 12. And His teachings have been guiding me since then. So, when they (men) came, I made them know my stand and because a lot of them were only looking for fun, they didn’t come back.”

On what it would take an undergraduate to make a first class, Mann said such a student must be focused, disciplined, studious and diligent.

She advised people particularly those who are passing through challenges to put their trust in God, be prayerful, and do something to help themselves.

“Rather than folding your arms, look around your environment, you will definitely find something you can do to help yourself,” she said.

Some of her lecturers, including Dr. Rotimi Williams, applauded her scholarship and industry. According to them, Mann is an example of what a student should be.

“She is not wayward. She’s not frivolous. She’s ever serious with her studies. I knew she was made for the top when she started working as a photographer,’’ Williams said.

The convocation was not about Mann alone. Others, including 2, 726 postgraduate students, were awarded degrees while another 369 bagged diploma certificates in various disciplines.

Belgium - Ghent University Master Grants for Students from Developing Countries

This programme of UGent provides postgraduate scholarships to candidates from developing countries who wish to obtain a master’s degree at Ghent University. The grants are available for all master programmes at Ghent University. They are awarded for the duration of the studies with a maximum of 2 years. In case of a two-year-programme the scholarship will only be paid for the full term if the student successfully completes the first year of the programme.

Awards will be directly deposited (in US$) into the accounts of the Institution where you are enrolled and provided to you on a regular basis as long as you are making satisfactory progress toward achieving your academic or research requirements.

What are my obligations to the e8 if I am selected?
You are expected to complete your degree or your research, update e8 about your progress and publish your results. You are required to acknowledge the e8 support when publishing or making presentations on your research and results. Electric Power Engineering Scholarships - Chalmers University of Technology

The Swedish Institute offers Electric Power Engineering Scholarships to foreign students of ANY nationality. These grants are sufficient to cover living expenses while studying at Chalmers University.

Previous University studies in Electrical Engineering are required. Applications will be judged on a case-by-case basis and applicants who have accomplished a degree of knowledge and / or experience equivalent to a B.Sc. are welcome to apply.

Master's Programme studies at Chalmers University Do Not Involve Any Fees For Tuition except for a small fee towards Students Union.

The Swedish Institute offers scholarships to foreign students of key personel. These grants are sufficient to cover living expenses while studying at Chalmers.

Your application for scholarship should be sent to Chalmers University together with your admission application. Please do not apply for scholarships to Swedish Institute directly.

There is no special application form for a Swedish Institute scholarship. You have to express clearly (in a separate letter, with your admission application) that you wish to apply for a Swedish Institute scholarship.

Leiden Observatory and the Leids Universiteitsfonds have pleasure in inviting applications for the fourth J. Mayo Greenberg Scholarship Prize.

The purpose of the prize is to provide an opportunity for a talented graduate student to carry out research and/or receive education at Leiden Observatory in one or more of the fields that were of interest to Professor Greenberg. These include:

* Laboratory astrophysics,
* Dust in the early Universe,
* Dust in the Milky Way and other galaxies
* Comet formation,
* Origin of life.

Although applications will be considered from the whole world, preference will be given to applicants resident in developing countries. Candidates should have sufficient educational background in the field to benefit from attendance at graduate courses or participation in the research.

The Scholarship Prize will support a visit to Leiden for a maximum duration of 9 months. In very exceptional circumstances there may be a possibility of extending the visit for a longer period.

Applications for the 2009 Prize should be received before 30 November 2008. These should include (i) a curriculum vitae, with details of relevant background, (ii) a statement containing the purpose for which the grant is requested and (iii) a motivation for the request.

Applicants should arrange for 2 - 3 references to be sent under separate cover.

Types of postgraduate study

Some of the reasons that HND Diplomates consider postgraduate study include:

a particular postgraduate qualification is required for their chosen career;
a desire to demonstrate a high level of academic achievement;
to gain an advantage in the job market

Masters

A direct entry to a Masters degree course is available when the subject of your HND is closely related to the subject of that particular postgraduate course and you have significant work experience.

Doctorates

Applying for postgraduate study

There are exceptions when applying for postgraduate study:

applications for teacher training in England, Scotland and Wales are made through a central system called the GTTR (Graduate Teacher Training Registry);
applications for postgraduate courses in social work are made through the UCAS.

Both have closing dates well in advance of course start dates. This emphasises the importance of planning ahead and checking application procedures.

An HND qualifier may enter directly onto year two or three of a degree course, usually within the same subject area, based on academic achievements and merits.

You might choose to apply to either year two or three of a degree course.

Some reasons include:

a degree is a requirement for your chosen career;
your HND course provided an insight to higher education and you have decided to continue your studies;
you did not meet the entry requirements for the degree and you have decided to use the HND as a stepping stone;
your career goals remain unclear and you want to improve your education;
you have decided to embark on a different route or subject;
the job market may not be particularly good for your preferred career and you seek to continue your academic development.

Flexible learning

If you decide to continue with your studies there are several flexible methods of study available to you:

Part-time programmes

Many universities offer part-time degree courses. Find information on universities’ websites and UCAS. These courses are a preferred option for working students who receive funding from their employers. You should consider that a part-time top-up degree course takes two years to complete.

Distance and online learning

Many institutions offering distance learning modules, including the Open University (OU). See UCAS or Learndirect to search for courses.

Funding

From September 2008 universities in England can charge a maximum of £3,145 per year on full-time undergraduate courses. Postgraduate studies are often more expensive, with fees for Masters programmes starting from £3,200 per year, and costing as much as £28,000 for home students, depending on the course and institution. International students pay higher fees, which can be twice as expensive.

If you want to continue studying you need to consider living costs as well as tuition fees, especially if you are planning to join a degree course from year one. You can check with your university financial adviser and relevant websites for specific financial information, as the rules for academic funding change frequently.

Funding in Scotland

Candidates applying for degree courses in Scotland may be eligible to receive funding. You must have already pursued and completed an HND qualification without the use of public financial support. Should you meet these criteria you may be eligible to receive public funding toward the second and third years of your degree course.

Funding is available for a maximum of four years undergraduate study. If you have already been supported through your HND, you are likely to have two more years of funding available. Contact the academic institution where you would like to study for more specific information on your eligibility to receive financial support.

If your employer has already paid for your HND qualification and they think further study will benefit your professional development and the company, they may consider funding your degree. Research of HND students shows that 3% of full-time and 26% of part-time Diplomates were funded by their employers. Additional funding is available from:

Student loans - fixed at low rates of interest (currently equivalent to inflation). You do not have to make repayments until you graduate and your income reaches a certain level. More information on student loans is available from Student Loans Company.
Career development loans - you need to meet certain requirements and prove that the loan is necessary for your career and professional development. Additional information is available from Directgov.
Part-time employment - a very good way of combining gaining some income and gaining invaluable work experience.
Institution funds - check with your university what funds are available. Total funds are usually small and made available to cover childcare costs or situations of extreme hardships.

If you as an HND holder decide to continue studying for a degree the following should be researched:

the course you want to study;
the institution you want to join;
methods of assessments;
available placements;
costs and available funding.

In a degree course you should expect:

more theoretical content;
longer written assessments;
thorough final examinations.

Once you have decided on the course you want to take, look at the options available to you upon graduation. To do this you can refer to:

Destinations of Leavers from Higher Education surveys, published by the individual academic institutions - contact your careers services for more information;
What Do Graduates Do?, an annual report on job destinations of recent graduates;
Options with your subject

You need to apply through the UCAS, if you want to study at a different institution. If you have completed your HND qualification at a further educational institution rather than a university, then it is likely that your qualification is validated by an HE institution. Find out which one validates your course, as you may be eligible to progress to a degree course there.

HND qualifiers have a choice about the level at which they start studying for a degree.

Starting a degree from year one

You take the whole programme of a degree course regardless of the fact that you have an HND.
If the course you have chosen is not related to your HND course, it is highly unlikely that there will be an opportunity to transfer into year two or three of a degree course.
Some courses might have special professional requirement

Transferring to a degree course after year one of your HND

This is one of the easiest ways to get onto a degree course if its subject is close to your HND.
You should be aware of the different nature of the course and its requirements as well as the additional year of study, which will involve additional cost

Joining a degree course at the final (third) year

After completing the second year in your HND course you will have enough technical and theoretical knowledge to join a degree course for the final year, when the subject contents have similar courses and curriculum.

You should note that:

direct entry to the final year can be very competitive for popular courses;
you need a good academic record to successfully join the course.

Top-up courses

Top-up courses are a popular option for those with HND qualifications. This route involves earning a degree in one year of full-time study or two years of part-time study.

You can top up your qualification at the institution where you studied or at a different university if the subject area you want to pursue is similar to your HND qualification.

Appling for courses

You apply for degree programmes through UCAS. Try to do so as early as possible. Closing dates are usually in January of the year in which the course is due to start, but application forms are available from the autumn before the course is due to begin. This is effectively a year in advance, so planning ahead is vital.

You will need to get a tutor to act as an academic referee for your application form. Ensure that you fill in the form as carefully as possible.

Do some thorough research before making the choice of where and what you wish to study, especially if it is a new subject for you. Some universities have useful tips on their websites about what university tutors are looking for in your application.

You can submit your application online through the UCAS site. The online application features an automatic checking system, preventing common mistakes like incorrect dates of birth and wrong course numbers. UCAS processes your online application faster than a paper application, giving you quicker replies from universities, which helps with your planning.

Entry into second or third year

You should still apply through UCAS if you are applying for entry into the second or third year of a degree course. However, you should contact the institutions to which you would like to apply before you go through UCAS. Find out what each learning institution’s policy is towards direct entry onto a degree course for academic years other than year one.

If applying for advanced entry, it is especially important not to leave things until the last minute since you may have to visit the department or submit written work as part of the application process.

Continuing study at same institution

If you are applying to transfer to a degree course at the institution where you are already studying your HND you do not need to apply through the UCAS system. Also, if you are applying to study part time or by another mode, such as distance learning, apply directly to the institution. Check with any institution where you wish to apply to clarify the application procedure.

Completing your application form

Any application form you submit should be prepared with care and attention to detail. Take time to do your initial research and keep a record of any contact, formal or informal, that you have with the course providers.

Here are some tips on what to include in your application forms:

give your first year grades, as well as modules you are currently studying;
emphasise subjects in which you have performed well and those you have enjoyed;
draw attention to courses and subjects covered on your HND that are similar to those covered on the degree course you want to join;
emphasise personal skills and strengths that you believe your HND has developed;
use examples from education, work and personal experiences to bring skills to life;
demonstrate an understanding of the degree structure and what is expected of you;
be positive about your desire to study and explain how it relates to your career goals.

Your HND: What next?

There are many options available to you once you have completed your HND qualification.

Further study

Pursuing further study is a popular option for HND qualifying students.

According to recent statistics, more than half of HND qualifiers continue into further study. This often involves taking a one-year course, or ‘top-up degree,’ to achieve a degree qualification.

Out of 5,075 HND qualifiers who responded to the 2005/06 Destinations of Leavers from Higher Education Survey (DLHE), 29% continued studying full time for a first degree. An additional 18% of HND qualifiers continued studying while working (Destinations of Leavers from Higher Education, Higher Education Statistics Agency (HESA), 2006).

Get a job

Many Diplomates go into employment after graduation. With many HND courses having a strong work-related emphasis, a significant number of students work prior to and during their HND course, frequently for the same employer

Voluntary work

Less than 1% of HND Diplomates were involved in voluntary or unpaid work as their main activity, according to the 2005/06 HESA Destination of Leavers from Higher Education Survey, (Destinations of Leavers from Higher Education, Higher Education Statistics Agency (HESA), 2006).

However for some careers, for example social work, you will be required to provide evidence of significant work experience to enter a job or professional course.

Other professions where voluntary work experience may be beneficial include:

administration;
IT;
creative arts and design

Travel

Travel is not a typical option for HND Diplomates. Of 2005 Diplomates, only about 1% took time off in order to travel (Destinations of Leavers from Higher Education, Higher Education Statistics Agency (HESA), 2006).

Self-employment

HND Diplomates may find self-employment opportunities in computer sciences and creative art and design. 2% of 2005/06 HND leavers were either self-employed or freelance workers (Destinations of Leavers from Higher Education, Higher Education Statistics Agency (HESA), 2006).

Portfolio working

The basic premise of portfolio working is to mix different kinds of jobs to achieve a balance of flexibility, time and type of work. This is essentially the combination of two or more part-time jobs that may or may not be related.

This kind of work suits people who enjoy variety and change, challenges and unpredictability. It is an option for parents with young children needing to minimise costs associated with childcare.

Portfolio workers need to be aware that applying for full-time positions at some point in the future may require extra effort.

You will need to think about how to present yourself and your portfolio to illustrate your skills and experience and likely dedication to working full time.

Work experience

Relevant work experience is highly valued by employers. In addition to the technical and transferable skills you develop, work experience gives you an opportunity to learn more about the working environment in your chosen field.

Work experience provides an opportunity to practice applying for jobs and interviews. You may build a network of contacts that you might use as referees when applying for jobs in the future. Some work experience is paid, and opportunities may lead to a permanent job offer.

How do I decide?

According to research, HND Diplomates pursue many different routes after graduation. Six months after gradation:

27% work full or part time;
29% study full time;
18% study and work together;
4% are assumed to be unemployed or unknown.

HND VS B.Sc ARGUMENT....

Any keen follower of this page will attest to the fact that, the hndreport focuses more on improving the lots of the hnd holder. Sincerely, I believe that every one has the right to be great in life and being a first or second class citizen in one's own country is a matter of choice.
Thank God, reasons seems to be prevailing today in the country and we have started reaping the results of age long agitation for a beeter deal for hbd holders, at least Nigerian Polytechnics are now to begin awarding degrees.
In as much as I don't get mixed up in the argument above, I found an interesting article in the Guardian Newspaper where the NBTE helmsman gave some insight into the arguement as well as give some information, which I feel like sharing on this page. Enjoy Reading

On the idea of Polytechnics awarding degrees

Let me give you an example. Again, pardon me, because I always cite Kaduna Polytechnic, because not only was I a Rector, but also I live in the same town. Now, when Kaduna decided to establish a State University, who were the lecturers? Principally, staff of Kaduna Polytechnic. So, if some staff members of Kaduna Polytechnic can go and essentially serve as core staff members of a state University, what stops that Polytechnic from awarding degrees? This is a question I have always asked.

But let's go back to the argument on why it is necessary for the Polytechnics to award degrees. For historical reasons, our Polytechnics had followed the pattern of the British educational system. At the Polytechnic, you have the National Diploma (ND) and after that you come for the Higher National Diploma (HND). Now, until a couple of years ago, it had been impossible to get both the public service as well as the private sector to accept wholly the equivalence, in terms of jobs placements, of HND graduates to degree holders. This problem has been on for over three decades.

Yet, paradoxically, every captain of industry will tell you that these are the people (HND holders) that they want. So, on the one hand, the country needs this trained technical manpower, and on the other hand, the country also does not recognize them, and they do not get remunerated properly. So, you find that the system is unable to attract the best. But when you put the products, those who have HND and those who have University degrees side by side on the job, graduates from the Polytechnics actually perform better in many, many fields.

A colleague of mine who is a management consultant called me one day and said, 'congratulations.' I asked, what are you congratulating me for? He said, 'you won't believe it, we just conducted a recruitment exercise.' He and others were commissioned by, I think, the Ports Authority or the Maritime Authority to carry out a recruitment exercise in Lagos. And applicant after applicant, for all the positions, Polytechnic graduates performed better than University graduates.

So, what I am saying is that, on the job, in the industry, there is no doubt about it. Take for instance, Accountancy. This is an area I like to always cite. At least, three former Presidents of ICAN (Institute of Chartered Accountants of Nigeria) had told me this, that the proportion of HND holders that sit for and pass the ICAN examinations is higher than Bachelor of Science in Accountancy degree holders.

Again, another irony here. Somebody with HND can come to the United Kingdom or any other developed economy, and within two years, get his or her Master's degree. So, because of all these factors, we thought that the best thing to do is to be like many other countries, essentially to gradually replace the HND with the Bachelor of Technology (B.Tech) degree. This is being done in many countries. In fact most of Britain's former colonies have gone through that stage. It is only Nigeria that is about to get to that stage.

And our own argument is that, somebody who goes to do a National Diploma in the technical field, after two years, he gets the National Diploma. The psyche is that, these people have been prepared to do things. They are technicians essentially. When they come back to continue with their studies to get the bachelor's degree, not only are they confident that they can do things, but you would also now build on that confidence to put whatever theoretical gaps that there might have existed.

So, by the time they now get the B.Tech degree, they would have had two qualifications. You have the ND, and you have the Bachelor of Technology. And I am telling you, from experience, that there is no (University) graduate of Nigeria in any particular field that can beat these products. I am not just making empty claims, because right now, we have information from many Universities, specifically the University of Technology, Minna, that most of the graduates that made the First Class and Second Class Lower degrees were actually students that came from the Federal Polytechnic, Bida with the ND. Recently, a Rector, who was a Dean it the Federal University of Technology, Akure said the same thing, that those that came with the ND end up with very good degrees. So, I am absolutely sure that the B.Tech will be favoured. We are not saying that Polytechnics should compete with Universities in term of higher degrees. What we are saying is that for now, Polytechnics will be a first degree awarding institution.

On the status of Yaba College of Technology and Kaduna Polytechnic

They will be converted to Universities of Technology. The final say is that they will become technical universities. The amendment of their laws is before the National Assembly. But we are also arguing that even if these become technical universities, we will like to see a situation where they will admit from the ND level, that is, the major intake will be the ND holders.

People have argued that if we say they are universities, they must start from the 100 level. I thought that, honestly, if they do not take ND graduates, it would be a matter of time before Polytechnics lose that unique essence of the ND.

Kaduna Polytechnic has done a lot of work in terms of preparations. I know that there is a very large-scale staff development programme, and I'm sure of the same thing at YABATECH.

Polytechnics with satellite campuses

The NBTE does not recognize any satellite campus of any Polytechnic in Nigeria. So, any Polytechnic that is running a satellite campuses, the programmes being run at such campuses are illegal. This is the decision of the Federal Government, which we have conveyed to the various institutions.

But we still hear that one or two things are happening here and there. And wherever we get to know, the last that we heard of, I think, was the Federal Polytechnic, Nasarawa that we learnt was having an outreach centre in Abuja. But that has been closed down.

Dr Nuru Yakubu is the Executive Secretary of the National Board for Technical Education (NBTE), the Parastatal under the Federal Ministry of Education, charged with regulating the activities of all Polytechnics and Monotechnics in the country.

I WAS UNDER THE IMPRESSION THAT MOST HND HOLDERS ARE ALREADY AWARE THAT HND IS NOW TO BE REPLACED BY B. TECH. HOWEVER MY INTERACTIONS WITH SOME HND HOLDERS SHOWED THE CONTRARY.

B. Tech Unseats HND

A new phase of polytechnic education begins with the federal government's recent approval of the phasing out of the Higher National Diploma (HND) for the Bachelor of Technology (B. Tech) degree. Bukola Olatunji writes on how the programme is proposed to run

Polytechnic education in the country cannot be the same again with the recent directive given to the Minister of Education, Dr. Igwe Aja-Nwachuku to introduce the Bachelor of Technology (B.Tech) in core areas in polytechnics.

All polytechnics have been notified to continue the award of the National Diploma and begin the gradual introduction of the B. Tech programmes in areas where they have the wherewithal and competence.

What is now left for the Ministry of Education is to work out the modalities. All things being equal, the transition is expected to be complete, along with the legal backing, by the end of the present administration.

Will the degrees coming out of polytechnics be seen as inferior and have to struggle for recognition? Executive Secretary of the National Board for Technical Education (NBTE), Dr. Nuru Yakubu said in an interview at the weekend, "our answer to that is an emphatic 'No'". Rather, he said, they would be superior as facts on ground show. "Go and see the products of polytechnics that had the ND and went into Universities of Technology. Their performance, so far, both academically and in the field is not comparable to those that start from the 100 level in universities. In any event, the purpose is to produce very good Engineers, not Academics and this is the best procedure."

According to him, 'the core areas in polytechnics' have to be discussed, but the Act, which empowers NBTE to do accreditation, identifies the core areas of polytechnic training as science, technology, engineering and commerce. "So, I would say that even though the generality of the people think that only science, technology and engineering programmes are covered, commerce is also there, so courses or programmes that can be defined to be within the realm of commerce, I think, should also be regarded as core."

On how the programme would run, Yakubu said the Board had met with the Rectors of polytechnics, both state and federal and articulated its position on how it thinks the implementation should go.

In the proposal, he said, "About three or four issues were agreed upon, first the entry requirement must be a minimum of five credits at SSCE, including English and Mathematics. At the recent consultative meeting with heads of polytechnics and monotechnics on the implementation of the new and revised technical and vocational education curricula held in Kaduna, Yakubu had stressed the upgrading of the entry requirement into the ND programmes to five credit level passes.

The ND will continue as it is (running for two years). Then there will be a three-year Bachelor of Technology after the ND without the one-year industrial training break. "This means that somebody who has a credit level pass at the ND can now go and spend three years at the end of which he gets the Bachelor of Technology, within a total time of five years, regardless of the area, so long as it is B.Tech in core areas.

"There will be a new curriculum, and this new curriculum, we also agreed, would be under the NBTE which should be renamed or changed into the National Commission for Polytechnics. That curriculum should be designed and developed by the National Commission for Polytechnics, which should also be the one to accredit the B.Tech programmes, not the National Universities Commission because we feel that if we are going to maintain the character and specialised nature of these polytechnics, they should have this body that accredits their own programmes otherwise, there will be no value added", the Executive Secretary explained.

As far as certification is concerned, he said, "We are of the view that after the two years, they would take the National Diploma. Then those that have credit level pass can now compete to get into the Bachelor of Technology programme and we think that judging from what is on the ground, the transition rate of those that possess the National Diploma, who go for the Higher National Diploma is between 20 and 25 percent. It is therefore possible to expect this proportion to go into the degree programme. This will greatly enhance enrolment into the degree programmes in polytechnics and we feel this is the best way forward."

It had been argued before that if another body accredits the degree programme in Polytechnics, such degrees could be dismissed with a snigger and a wave of the hand. But Yakubu said, "Our answer to that is simple. Let the market decide. Let the employers decide. Let us not just limit the argument within the realm of academic speculations. There is nothing wrong with that because there are many countries that have several bodies accrediting the award of degrees. We should be more innovative and consider our peculiar circumstances.

FOR some time now, the media has been awash with the Federal Government’s plan to scrap the Higher National Diploma (HND) as awarded by monotechnics, polytechnics and colleges of technology in Nigeria.

The main reason given by the government on this decision was to curb the discrimination between holders of HND and first degrees as awarded by universities. In Nigeria, colleges of education, polytechnics and universities are the providers of tertiary education.

Professionally, colleges of education groom their students in the art, science and skills of teaching; polytechnics provide the middle-level manpower while universities take care of the high-level manpower. Therefore, all the various components of tertiary education have been structured and designed to provide the necessary academic human resource needs for the country. Why the discrimination in the first place?

Unlike their first degree counterparts, HND graduates are placed at lower entry points, especially in the public service and they are not allowed to get to the peak of their careers before retirement. Job seekers possessing HND are often frustrated as they are usually not short-listed or maltreated as drop-outs in the course of selection and eventual employment. In fact, they are treated as semi-illiterates.

According to the Nigeria Development Report (2001): “The rush for polytechnic education is not as high as being experienced for university education. This is not unconnected with some obvious fact that the pursuit of any non-degree education is widely regarded as a second-best option in Nigeria.”

The import of these irrational and unfair dispositions toward HND holders tend to suggest that their contributions are not needed in the development of the nation. This writer holds first and post graduate degrees from the university and so the thrust of this article does not have any selfish undertone. What then happens to our middle-level manpower needs if polytechnics are scrapped? Who will be our technicians, technologists and other critical mass of specialists?

The resultant effect is very likely to be counter-productive because more damage than good will be done to the already battered educational system. Public officers should be blamed for inconsistencies in policy making and implementation. A cursory look at why public policies fail in Nigeria since our political independence seems to show that policy makers and executors are the bane in achieving the desired goals.

Professor Claude Ake, in his book,“Democracy and Development in Africa” regretted that “policy making was largely divorced from political responsibility and development strategy was dissociated both from social needs and from the cultural and historical realities of the developing society” like Nigeria. The elite should be blamed for policy failures because as policies are being formulated, they also build along failure landmines in order to take the advantage of such loopholes for their selfish interest when eventually the policies fail. It is the same scenario that is at play here; policy somersault at the expense of the common man.

The Structural Adjustment Programme (SAP), Universal Basic Education (UBE), Pension Reform, 6-3-3-4 Policy, Food Security Policy, Foreign Exchange Policy and the privatization of unity schools are the very few failed policies of government. In the book, “History and Policy of Nigerian Education in World Perspective”, Dr. Olu Osokoya averred that “the country witnessed a series of contradictory actions in the implementation of the National Policy on Education” and so, the policy failed. The rot in our polytechnics today is due to the neglect and inadequate monitoring by the government.

At inception, polytechnics concentrated on their core areas of engineering and allied disciplines to meet the much needed middle-level critical manpower requirements of the nation. Regrettably, our polytechnics now run programmes in humanities, arts, social sciences that were not included in their original curricula of study. If the Federal Government now decides to scrap HND, what happens to those already having the certificates? What happens to our middle-level manpower needs?

Can the universities cope with the resultant influx of students into the universities from the polytechnics? Must we all go to the university? These are some of the critical questions that Federal Government should find answers to before committing another policy blunder by scrapping HND. Rather than scrapping HND, what the Federal Government should do is to make the polytechnics pursue their core mandates within the ambit of quality assurance system.

Some of the well established ones could be permitted to award specialized degrees. Another important issue to be addressed is the need for re-orientation of Nigerians to de-emphasize the craze of getting university degrees at all cost. What people do not know is that some HND graduates can compete favourably with their counterparts from the universities. Without being immodest, I know many HND holders that are very brilliant academically. Without mincing words, I know that some professors are HND holders.

On the other hand, many first degree holders have demonstrated low level of academic acumen that one puzzles whether they got their ‘degrees’ from the gutters! Afterall, some Nigerian universities are nothing more than either glorified secondary schools or mushroom universities.

In terms of experience, HND graduates are at an advantage because their curricula are more geared towards practicals. A full year is utilized for industrial attachment. In essence, the government should not make another mistake or blunder by scrapping HND but should rather seek the means to ensure that polytechnics are well-funded, monitored and made to concentrate on their mandates.

For instance, at the consultative meeting between the board and the heads of polytechnics/monotechnics on the implementation of the newly revised Technical and Vocational Education (TVE) curriculum, held recently in Kaduna, the NBTE Executive Secretary, Dr. Nuru Yakubu was reported to have stated that there would be harmonization of the entry requirements into National Diploma Programmes with that of the 100 level undergraduate programmes in the universities and that NBTE was also planning to enforce the five credit passes as the basic entry requirements for all National Diploma Programmes. The National Board for Technical Education (NBTE) is the supervisory body for monotechnics, polytechnics and colleges of technology in Nigeria.

SUSPENSION OF NSE GRADUATESIP EXAMINATIONS

At the Executive Committee meeting of the Nigerian Society of Engineers, held on 8th June, 2008, the whole exercise of Graduateship Examinations was examined. This was in consideration of various complaints that have been received on the relevance of the examinations and its acceptability.

The complaints have always been on the question of relevance of the certificates to the promotion of the holders in their respective places of work. Many organizations do not accept the certificates hence the holders seem not to be enjoying any benefit for all their efforts. There is also the need to do a thorough examination of the content, conduct and method of evaluation of the examinations to ascertain why many organizations reject them.

In view of this, it has become imperative to review the whole exercise, so as to make the examinations acceptable and relevant to the holders of the Certificate and various establishments. To achieve this, therefore, the Executive Committee has suspended forthwith, the Graduateship Examinations until further notice.

A committee for the review of Graduateship Examinations will soon be constituted.

Some of my friends said then,
'it is a lower exam to UME'
others derided in suite,
poly jamb is for School cert
failures and average candidates,
But thank God there is a
purpose in My HND.

Truely, I had other offers
offers that gave me courses
I never had any love for
Going for these just for
the sake of Uni admission
would have amounted to
the greatest injustice to
my God given destiny!
Thank God I never made
such a great mistake.

Comming out of school
I was faced with the challenge
becoming great with my HND,
A choice and decision to make
in order to get to the top
never minding the debates

our society had made

I have given this just to let you assess yourself as we march into a new year. My dear friends I want you to really asses Yourself sincerely and be prepared for Changes. It doesn't matter how bad and terrible thing might have been, You will surely get to the top. Just fear God and put your trust in Him and you will surely make it.

NIGERIAN PROFESSIONAL EXAMS- NIGERIAN SOCIETY OF ENGINEERS GRADUATESHIP EXAMS

The Nigerian Society of Engineers Graduateship Exam is designed for holders of HND and unaccredited Degree holders of Engineering Discipline as a route to achieving full membership status with the Society and also registraion as an Engineer with the COUNCIL FOR THE REGULATION OF ENGINEERING IN NIGERIA (COREN).
The exam runs once a year usually first week in September in three different locations: Lagos, Port-harcourt and Kaduna. Sale of forms commences around February/March every year and registration closes JUNE ending.
Eligibility: A candidate should have graduated two years before being considered eligible to register for the exams which is designed to run in two parts. (for 2008 NSEGE, HND must be minimum of 2006)
STRUCTURE: Part 1 is taken in the first year before proceeding to part two the following year. Each part consists of 4 or 5 papers (depending on the course). For instance in Electrical Engineering, a candidates takes 4 papers in the 1st year and if he/she passes all, proceeds to part 2 and takes another 4 papers the following year. However if only one paper is failed while the others are ok, the paper failed will be carried over into the 2nd year and be re-taken in addition to the 4 papers in part 2.
If the total number of paper failed is two, such a candidate will be permitted to sit for the two paper failed ONLY, the following year. Such candidate will not take part 2 in the second year
Any candidate who fails more than two papers will have to re-take Part 1 again.

Benefits- TheNSEGE syllabi is similar to that run for most post graduate diploma's in Engineering and is accepted by COREN as a bridging exams for HND holders. Moreover, you are saved from the stress of looking around and travelling far distances for accreditted PGDES' .
No tuition fee and campus stress. the only time you show up is during the exams which runs just for 1 week, making it possible for you to cope, even if you are employed.
BUT PLEASE BE PREPARED TO STUDY HARD! Remember this is an external exams and it has a post- graduate course content, no lecturer to appeal to, no continuous assessments.

You are also allowed to pay twice for the form, initial payment when you are obtaining the form (form fee) and the balance (exam fee) when submitting the forms. At the point of obtaining the form you will be given a syllabus and previous year questions and answers booklet. You can also obtain past question papers to help you prepare well and possible look for weekend lectures to help you.

After successfully completing the NSEGE, you gather 2 more years of engineering work experience after which you now apply for full membership with NSE and COREN

The mode of admission into the membership of the Institute is by examination only. Applicants are to obtain the application form with the syllabus. Full information about the examination in contained in the syllabus and applicants are enjoined to read it carefully.

The Institute’s Professional Certificate is the ultimate professional qualification for Human Resource and Industrial Relations practice in Nigeria. Consequently, the minimum educational requirement for admission is the West African School Certificate of Education (Ordinary Level) with credit in five subjects, which must include English Language and Mathematics. PROFESSIONAL INTERVIEW

The prospective candidates must have passed the NIQS Test of Competence Examination.

In addition, the candidate must have successfully completed diary and logbook covering a minimum working experience of thirty-six months.

There must be a proof showing that the working experience was acquired under the supervision of at least a financial senior associate member of the NIQS. The Logbooks are to be submitted in two instalments of 24 and 12 months respectively. The second instalment of 12 months can only be submitted when a candidate has been successful in the assessment of the first 24 months submission. Each instalment must be submitted to the secretariat within 30 days after the expiration of the periods contained in it. The candidate would be informed of the outcome of the diary and logbook submitted within three months of submission. The candidate must make good all corrections (if any) as instructed and in good time.

The examinations are conducted once in a year and not later than the last week in July. The entry for the annual examinations starts from middle of February every year. It is open only to those who are appropriately registered with the Institute and have paid the stipulated annual subscription and the required examination entry fee. The closing date for the July examination is the end of April and no late entry will be entertained after May 31st.

Although I was fully aware of the discrimination phenomenon, I did not let it be a road-block to my ambition. If you will permit, a brief delve into my career might help to buttress this point. I use to hold (of course, I still hold) a National Diploma (ND) and a HND in Crop Production, both from relatively non-renown higher institutions in Nigeria. However, it is instructive that today, I am pursuing a PhD program at one of the prestigious Max Planck institutes in Germany (best research institute in Europe and eight best globally), and this is in an innovative field of study that perhaps, may never be conducted in any Nigerian university many years from now. This is after obtaining an International MSc degree in Belgium from a university that is listed among the first 300 globally. Note that no Nigerian university is in the first 500, and in the newspaper recently, one Nigerian stakeholder lamented that even if the ranking is extended to the first 5000 best universities, Nigerian universities would still not make the list.
After my HND studies in 1998, I worked with the International Institute of Tropical Agriculture (IITA) Ibadan, as a Research Assistant. During the interview for that position, several BSc graduate applicants from ‘well-known’ universities such as UI, UniLag, OAU-Ile Ife, among others, were interviewed as well, but the big university names associated with those individuals did not save them from relegation, as they say in football parlance. What I am emphasising here is that it is the intellectual quality of the individual, not the institution attended, that often matters. If you know IITA, then you will agree with me that when it comes to staff recruitment, personal merit is the watchword, not merely possessing a HND or BSc degree.

Afterwards, I applied for graduate studies at the Federal University of Agriculture in Abeokuta (UNAAB). Surprisingly or not, I was not considered suitable for admission either because of my HND (upper credit), or because I do not come from that part of Nigeria (remember that tribalism is another serious scourge in Nigeria). But that is by the way. Nevertheless, I did not relent in my desire to attain the highest academic level possible, so that in spite of possessing a HND and the unexplained rejection by UNAAB, and thanks to hundreds of internet hours, I soon obtained a full scholarship from the Belgian inter-university council (www.vlir.be) in 2003, to study Molecular Biology (Plant Biotechnology) in that country. When I arrived in Belgium for the MSc program, I found out that of 241 Nigerians who applied for scholarship for the course, I was the only one admitted. Remember, I held a HND, not the ‘almighty’ BSc. The curious mind that I am, I inquired more about the unsuccessful Nigerian applicants and behold, they were mostly university graduates (again from UI, UniLag, OAU, UNN, UniPort, etc). Of course, two other students of The Polytechnic Ibadan were also admitted but for a different MSc course. That polytechnic offers only HND and not BSc programs. Such is the power of the individual merit. I have since acquitted myself very well in the Belgian MSc program; hence I was admitted, again on full fellowship, to one of the International Max Planck Research School (IMPRS) of the Max Planck society in Germany (http://www.mpg.de/english and also (http://www.ice.mpg.de) , to study beneficial plant-microbe interaction using modern biotechniques, including proteomics and metabolomics. The other Nigerian scholars, formerly holding HNDs, have since undertaken different higher pursuits here in Europe. This narrative does not by any means attempt to denigrate Nigerian BSc graduates or the universities from which they graduated, but rather to de-emphasise the entrenched segregation. There is even a dichotomy between federal and state university graduates. Wonders shall never end, in Nigeria! From my experience, it can be seen that the senseless HND-BSc dichotomy should have no place in the mind of any serious-minded Nigerian graduate. After all, the HND is fully recognised in the UK and have several equivalents in other European countries. What then is all the fuss about it in Nigeria? My little advice to the Nigerian HND holder who have suffered this discrimination, and who feel qualified enough for certain positions denied them is this: do not let man-made barriers block your ambition, except you have none. Take a cue from others; take time off to do meaningful internet browsing, not using the internet for 419 and other such negative activities. In no time, you too can obtain scholarships to foreign and much better rated institutions of higher learning. By so doing you would have catapulted yourself well beyond any possible academic discrimination if you choose to return to Nigeria to work.

Neelankavil says students can check Web sites of accrediting agencies, such as NEASC, to see if a particular college is listed. However, both Roy and Neelankavil say that no degree or qualification awarded internationally is recognised by the Government of India. This doesn't change even if one were to go abroad and study, of course, but the fact remains that Indian industry holds accredited degrees from the UK and US in high regard.

Check the method of instruction: While some courses are completely media-driven, others have instructors at the back-end. It is always better to go for an instructor-led course so you can receive personal feedback.

Verify technology issues: Find out if your computer can handle the technology required to go through the course.

Talk to people: Ask the colleges to put you in touch with alumni and instructors to find out more about what online learning is like.

Online degrees from the US and UK are fast gaining credibility. Interested?-Sherin Mammen

Thanks to the flexibility it provides -- to learn anywhere, anytime -- online learning is fast becoming a popular alternative to conventional classroom teaching, in most American and British universities. With good reason, too, considering the many benefits it offers.

Sanjeev Roy, Business Development Manager - MLZ, British Council Division, New Delhi, lists a few advantages of earning an online degree from a British University. He says that these are available locally in India, reduce overall costs by more than 50 per cent, award students the same qualification given to full-time students, are based on the same content and quality of the programme abroad and, obviously, do not require you to leave home.

The online learning market is expected to grow with increased and cheaper access to the Internet, and improved quality of products. The growth is also attributed to a shift in demand of content from pure IT to traditional subjects like business management and economics. According to the International Data Corporation (IDC), the worldwide corporate e-learning market will soar from $6.6 billion in 2002 to $23.7 billion in 2006.
The big question is: How useful are these degrees? In February 2001, Vault.com (a career network Web site) conducted a survey among HR professionals to measure the credibility of online degrees. Out of 239 respondents, 77 per cent believed an online degree earned at an accredited institution was more credible than one earned at an Internet-only institution.

By 2002, the number of students who enrolled in online courses exceeded two million. The University of Illinois had more than 12,000 enrolments for the 2001-2002 academic year. Today, the University of Phoenix, one of the most popular online universities, has over 125,000 students working towards degrees that are recognised worldwide.

To get back to the issue of credibility, it is important to understand, firstly, that the concept of online learning is relatively new. Even those in the know doubt its efficacy when compared to classroom learning. They assume it lacks qualified instructors, interaction with professors, the ability to learn from other students, etc. normally associated with traditional education. They also feel that most online institutions aren't as credible as traditional ones.
Incidentally, these are the same questions that go through the minds of most potential employers. "The industry is still sceptical about online degrees as the concept is in a nascent stage," says Robert Khongwir, Personnel Officer, Schlumberger, Mumbai. However, he adds that a candidate armed with an online degree isn't discounted. If a candidate proves to be good, the value of his degree and credibility of the institution will be taken into account and a reference check will be done. Candidates meeting these requirements will surely be employed.
Premkumar, Head of HR at Tata Interactive Systems, Mumbai, says, "We receive plenty of CVs from people with traditional degrees. There aren't many reputed online institutions in India anyway. We are not very comfortable in India with the concept of correspondence courses or online courses." Like most others in the industry, he feels it is better to try out something known and accepted rather than experiment. " Maybe we could explore that option in future, as online degree gain in popularity and reputation," he adds
Navin Rao, VP Operations, Gurukulonline Learning Solutions disagrees. According to him, despite the apprehensions, there shouldn't be a problem if the course is from an accredited institution. "I won't differentiate between a candidate holding a traditional degree and another with an online one," he says. "At the end of the day, what matters is an individual's performance."

Misconceptions about online learning can only be removed by inculcating awareness. Students in an online class are required to work as a group and interact with other students online. There is more interactivity between peers and professors, and content presented online is brought to life with animation and interactive exercises. Employers should also realise that these students have spent an equal amount of time, taken assessments, cleared them and spent more money to receive their degrees.
An online degree from an accredited university is considered as good as a traditional degree from the same institute because it has met the university's requirements. The choice of institution is, therefore, of prime importance while choosing an online course.

The major case for online learning is that it is cost effective. John Neelankavil, Director of the Centre for Management and Information Technology, Mumbai, says: "The tuition fee for an online degree is usually higher (about 10 to 25 per cent) than the tuition fee for an onsite program in the US. The typical fee for a UG or Master's course would be $US 1000 to $US 1500. However, since the cost of accommodation and travel is avoided (which happens to be equal to the cost of tuition in most cases), overall it would be cost effective."
Sanjeev Roy of the British Council Division agrees. "You don't have to leave your job or pay for hostel accommodation, and the fee is 50 per cent lower than that of a full time course. For instance, the Masters in Management course we offer in Delhi from the University of Durham costs £3000. Doing it in the UK would cost £ 6400 in addition to the high cost of living there. And, at the end of the course, you get the same degree. The certificate does not mention the kind of course (distance/online) you have taken."
Institutes like CMIT have tied up with universities in the US to offer online programs at about a tenth of the cost. The degrees do not mention the Indian campus or mode of education, and students receive their grade reports, transcripts and degrees from the parent college directly. On completion of their course, they are automatically considered alumni of the parent institution and are entitled to the all students' services.

There are continuing professional development modules you can follow to achieve your goals other than the conventional Degree route. For instance Nigerian Society of Engineers runs a graduateship exams whereby holders of the HND in Engineering can progress within two years to become registrable as an Engineer (Status Awarded to degree holders) other than a Technologist (Status Awarded to HND holders).

Other benefits of these route is that you are allowed to study on your own and the rigors of running to school every weekend is eliminated as well as numerous fee and cost normally incurred on PGDs’. You just need to find the one related to your discipline and get enough information on enquiry. It is difficult to advise on qualifications without seeing them, but generally, students from Nigeria would need to complete about one year of University before we would accept them into a Bachelor degree at ECU. We may accept some other qualifications, but again, I would need to have a look at any qualification before advising further.
Students who don't meet direct entry into ECU may be eligible for admission into the Perth Institute of Business and Technology (PIBT) http://www.pibt.wa.edu.au/, our pathway college. Students who complete a Diploma at PIBT can enter into the second year of an ECU undergraduate degree.

My new address is Living Well on 3 Abundance Drive , located at the corner of Blessings Street and Prosperity Peak . No longer will I allow myself to travel on the Begging Peter to Pay Paul Route , which is located at a Dead End Interesection called I Don’t Have, it connects with Borrowers Junction.
